Graduation is now mandatory for Talati exam
A talati-cum-minister is a government post in the Gujarat government held by every village. This cadre comes under Panchayat Division. So they are not called employees of the State Government, but of the Panchayat. They have to perform all village level functions related to panchayat and revenue. In April 2010, the government of Gujarat made Talati-cum-Minister a separate cadre, in which it was decided that Panchayat Mantri would do the work of Panchayat Hastak and Revenue Hastak would be done by the Revenue Talati.
As the Gram Panchayat Minister is an employee of the Panchayat Department of the Government, he has to perform all the functions related to the Panchayat Department of the State Government. All operations related to panchayat schemes and all operations assigned by the panchayat department are to be done by the gram panchayat minister. District wise Gram Panchayat Minister is recruited by the Panchayat Selection Board.
The cadre of Gram Panchayat Minister is often surrounded by controversies. These controversies have increased with the separate recruitment of revenue officers by the government. Gram Panchayat Mantri (Talati-cum-Mantri) cadre employees are repeatedly opposed to the Revenue Talati cadre and threatened not to do government work. A state-wide no-work strike was called by Panchayat ministers some time ago. As a result of which farmers and villagers are believed to have suffered a lot.
